U.S. Congressman Russ Fulcher's legislation, the Federal Interior Land Media (FILM) Act, has been signed into law as part of the Expanding Public Lands Outdoor Recreation Experiences (EXPLORE) Act. This legislative package is set to improve access to public lands in America, enhance visitor experiences, and create an estimated five million jobs annually.

The FILM Act addresses outdated rules related to commercial filming and similar activities on federal lands and National Park System units. Congressman Fulcher expressed satisfaction with the inclusion of his bill in the EXPLORE Act, stating, "I am very pleased to see my bill, the FILM Act, included as part of the final version of the House’s EXPLORE Act."

Fulcher emphasized that this development marks a bipartisan advancement in modernizing and managing public lands. He noted that easing permitting and fee requirements for content creators will promote capturing natural and cultural treasures across states like Idaho. According to him, "The EXPLORE Act package is a win for the outdoor recreation economy and every American who enjoys getting out in our nation’s wide-open spaces!"

Additionally, language from another of Fulcher's bills, H.R. 1450—Treating Tribes As Good Neighbor Authority Act—has also been incorporated into the newly enacted EXPLORE Act.
